As a retired SES with over 25 years of experience working in the national security and public safety sector, Phil is expertly skilled in advising technical teams throughout the Department of Homeland Security (DHS) and the​​ Department of Justice (DOJ), along with ongoing engagements with U.S. Courts and its component organizations.
