Senior Contracts Manager

Position Description

The Senior Contracts Manager manages contractual information for a rapidly growing portfolio of Federal Government agency contracts, GSA Federal Schedules, Federal IDIQ, GWAC contracts and Task Orders. Must have demonstrated success performing similar duties for mid-size large businesses that offer IT support services to Federal Government clients. Requires excellent written and verbal communication skills along with independent and creative judgment. A thorough understanding of FAR/DFARS is a must. Specific responsibilities include:

  • Administration and negotiation of Teaming Agreements, Non-Disclosure Agreements, Memorandums of Understanding, Subcontracts, and Contract Modifications;
  • Independently leads or provides support in the development, negotiations, and review of contracting agreements with the government or partners (Prime and Sub) consistent with company standards;
  • Prepares formal contract correspondence and ensures compliance with contractual terms and conditions, as well as, internal management objectives of existing and new business activities;
  • Leads the analysis of complex contracts and solicitations to identify business risks and recommends mitigation strategies;
  • Collaborates with finance department, senior management, customer and subcontractor contracting officers and specialists
  • Tracks, manages, and proactively takes actions on contract renewals;
  • Establishes and applies contracting best practices and policies to improve business flow and delivery;
  • Participates and assists in contract performance review and compliance with government and internal reviews;
  • Maintains contract files for compliance in accordance with company policies;
  • Serves as corporate point of contact to advice and field contract questions, issues, and problems

Required Skills

  • Bachelor’s Degree and 6+ years of relevant experience performing similar roles within the Federal Government contracting environment;
  • Advanced knowledge of FAR/DFARS, GSA Federal Schedules, and government acquisition regulations;
  • Experience conducting contracts negotiations with government and contracting partners;
  • Comprehensive understanding of subcontracting lifecycle; to include, selection, evaluation, award, and close out of subcontracts;
  • Understanding of the proposal process and the ability to provide support and recommendation that ensure solutions and services offered, comply with contractual requirements;
  • In-depth experience with the federal acquisition lifecycle process; to include market research, request for information (RFI), Sources Sought Notice (SSN), Request for Quote (RFQ), Request for Proposal (RFP), and contracting policies;
  • In-depth knowledge of federal procurement and contracts pricing; to include Government Wide Acquisition Contracts (GWAC), Indefinite Quantity Indefinite Delivery (IDIQ), Blanket Purchase Agreement (BPA), Multiple Award Contracts (MAC), Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFP-LOE), Time and Material (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts;

Desirable Skills

  • CPCM (Certified Professional Contract Manager);
  • NCMA (National Contract Management Association) membership;
